Yes, after you have opened a deck at least once you can study cards without access to the Internet.

An Internet connection is only needed when you first open a deck. The cards are then downloaded from iCloud to your device. After that, you can open the deck even without an Internet connection.

The next time an Internet connection becomes available, your study progress is uploaded back to iCloud and will be available on your Mac and all other iCloud enabled devices.
